The Monthly Meeting of the Council was held on Thursday 5th September 2019 at 6pm in the Community Centre.

The benches along the B4242 are also in need of repair/painting – this item is ongoing
Thanks to the attendance at the planning meeting of Community and County Councillors the Farmers Arms application has been refused
The request for a viewing mirror on the square and on Commercial Road/Ynysfach Avenue Junction. NPT are not supplying these items.
Issues raised by Councillors
The lane in Glyncastle is in need of cleaning
Building on the line of the canal at the railway sidings is in breach of a Parliamentary Act to protect the line of the canal. – Clarification will be sought from the builders

80/19 OVW advice re financial assistance to Churches
Over many years the Community Council has contributed to the grass cutting in St David’s Church and Melin Court cemeteries. We have now been advised by One Voice Wales that such contributions are not legal. As a Community Council we must abide by the rulings and we have no option but to discontinue these grants

81/19 ROSPA report for Abergarwed park
The park at Abergarwed has now been fully inspected with items in need of repair. This will now be carried out over the winter.
82/19 Report from external auditor
The information contained in the Annual Return is in accordance with proper practices and no matters have come to their attention giving cause for concern that the relevant legislation, and regulatory requirements have not been met.
83/19 Proposal by BT to remove telephone box in Abergarwed
Having only been used 8 times in the last year BT wish to remove the telephone box in Abergarwed. The Community Council will pursue the possibility of purchasing the box (which can be bought for £1) to hold a defibrillator for Abergarwed.

Finance/Funding – The minutes of last meeting on 18th July2019 were accepted as a true record.
Due to the resignation of Mrs Brenda John, Mr Neal Francis will take on the role of School Governor
There is a Community Councillor Trustee vacancy at the Library Mr Bob Roberts will be approached to take on this appointment
85/19 Chairman’s Report
The Chairman thanked members for their support during his recent illness.
86/19 Councillors Reports
The open day at the surgery was well attended and the DANSA bus will be available for the next 6 months.
An application has been made to Pen Y Cymoedd for the new library frontage
Trem Y Glyn Action group report that the home is in line for refurbishment and it is hoped that it will not be closed in the future.
The Community Council is pleased to endorse the work of Mrs Yun Yun Herbert and the Green Infrastructure Group, which is working very hard to clean up the canal. Volunteers are always needed for this project and locals can contact them on their Face book page.
The need for more dog bins in the area will be sent to NPT when areas have been identified.
