The Clerks report was presented and approved.
Matters Arising
BT Payphone at Ynysfach Road – Following consultation with NPT it was agreed that a recommendation to BT would be that the payphone stays in position.
72/20 Letters of support for Green Infrastructure Group and Ty Banc Canal
Members were asked to contribute letters of support for the work being done by the Green Infrastructure group and The Ty Banc Canal group on the Resolven to Glynnneath canal.
Members would like to commend these groups of volunteers with a special mention for
Ms Yun Yun Herbert who has spearheaded these projects.
Letters of support will be sent.
73/20 Community and Town Councils loss of income funding
The Welsh Government have advised special financial assistance for town and community councils, for those who have faced undue financial burden during the COVID 19 pandemic.
Following discussion it was agreed that this is not the case for our community council and we will not be applying.
74/20 Correspondence
Review of the Electoral arrangements for NPT – The proposal is to link Resolven/ Clyne and Melin Court Councils with Tonna. Members agreed that there is no real justification for this merger as the Tonna is a distinctive council in its own right and County Council members would remain the same.
OVW training – OVW are to begin training remotely should any community council wish to participate.
75/20 Sub-Committee Reports
Parks/Environment/Hall committee – The minutes of the meeting 12th August 2020 were accepted as a true record.
Matters Arising:
Members noted that they were disappointed at the destruction of hand sanitiser equipment
in the park and decided this item will not be replaced as there are others available, there has also been graffiti on benches in the children’s park. Whilst there have been very few problems in the parks over the years, unacceptable behaviour is on the increase, with drunken youths causing problems in the early hours. Residents are requested to call the Police on any problems they are having.
List of preferred suppliers
The proposal for a preferred list of local contractors was discussed and agreed. Contractors currently working with the community council are:-
Stay Safe Inspection and Testing Ltd – Electrical and Christmas Lights
Andorian – Park Maintenance and skip hire
David Stroud – Plumbing and Heating
Urban Recreation – Park Equipment and repairs
Finance/Funding – No meeting in August

The Chair reported that Wales On Line had contacted him about the illegal rave in Banwen
77/20 Councillors Reports
Cllr N. Place reported that he had been approached by a resident concerned at the problem of children running into the road from the skate park, and suggested a railing to be placed in a suitable position to try and stop this. The parks committee will look into this.
Cllr T. Jones reported that due to the logging between Resolven, Abergarwed and Glynneath the path signs are either missing or broken. NRW will be contacted to replace the path signs
