The Monthly Meeting of the Council was held on Thursday 7th October 2021 at 6pm at the Community Centre

Prior to the meeting Mr Andy Pughsley of the Upper Neath Valley Cluster Group Project attended to outline the aims of the project, which was to work as a group of Community Councils to access funds, to enable the group to provide amenities for each locality. Grant funding via Neath Port Talbot Council has been obtained to fund the project, along with grants from each Community Council.
PC Andrew Wallen and PCSO James Tossell also attended, and concerns were raised about the lack of Police in the area, and the continuing problem with off road biking around the Neath valley particularly in Abergarwed.
MrsYun Yun Herbert was invited to the meeting to advise on the Art Trail Project, but did not attend.
At the start of the meeting the Chairman welcomed our new Community Councillor

83/21 Future contractual agreements (in camera) – Matter now completed
hall carpets – no response from local carpet fitter – This item will go back to the finance committee
73/21 Remembrance Day service – Arrangements are in hand
112/21 Co-Vid plaque and arrangements
The Co-vid plaque has been installed on the large stone outside the church hall and arrangements are in hand to dedicate the memorial. Families of those in the Resolven and Clyne and Melin Court community who have passed away from co-vid are invited to attend on the provisional date of 13th November 2021 at 11am, and then will be refreshments after in the Resolven Community Centre. The Community Council will lay a wreath.
113/21 Correspondence
Platinum Jubilee Beacons – Following discussion a proposal to plant a Jubilee tree in the park was made. This will be taken to the parks committee at their next meeting
1st World War in Wales – A superb book commemorating Wales in the 1st World War has been received and will be taken to the Historical Society and then to the library for safe keeping
114/21 Sub-Committee Reports
Parks/Environment/Hall committee. –
The minutes of the meeting held on 8th September 2021 were accepted as a true record.
Cllr D. Stroud has difficulty attending the Wednesday meetings, a proposal to move to a Monday was agreed.
A motion to rescind the minute 58/21 to be replaced with ‘The full council will manage all new projects.’ Was put forward, following a vote the motion was carried.
Following news that the Resolven Rugby Club were intending to put gym equipment on the site, it was agreed to liaise with them before we decided on what will go in our park.
The next meeting will be on Monday 18th October 2021 at 6pm in the hall.
Finance Committee. –
The minutes of the meeting held on 9th September 2021 were accepted as a true record.
Matters arising: –
Business bank card – To assist with online purchasing it was agreed to apply for a business debit card. The Clerk will take the forms to the finance meeting for signatures.
The next meeting will be on Thursday 15th October 2021 at 6pm in the hall
115/21 Chairman’s Report.
Members would like to extend their condolences to Mrs Sandra Roberts on the recent loss of her son. Mrs Roberts was the wife of former late Community Councillor Rob Roberts.
The proposed radio station has applied for a grant from the Pen Y Cymoedd wind farm project and we wish them well with this application.
116/21 Councillors Reports
Two verbal reports were given by Councillor Trefor Jones:
- One Voice Wales Regional Committee 25/9/21
A poorly attended meeting held on Teams. The following matters relevant to the Council were discussed.
- a) Heritage Lottery Environmental grants are available; mention was made of the upper Neath valley cluster.
- b) Annual reports – these will now be a statutory requirement of every council in Wales.
- c) Biodiversity, three-year audit. Owing to a change in the law this was also a statutory duty.
- d) Training courses – these are popular, and many are free.
- One Voice Wales, consultation meeting with Welsh Government on changes to the administration of local elections in Wales in May 2022.
- a) STV – will not be introduced in Wales for these elections.
- b) Rules – have been simplified.
- c) Self nomination – a candidate will be able to self-nominate, but the application must be witnessed.
- d) Party membership – must be declared.
- e) Candidates will only be able to be nominated for one council, by the day of the closure of nominations.
- f) Home addresses – these will not have to appear, and sitting councillors will be able to use a community council email address.
- g) Commonly used name-can be used on the ballot paper.
A request for a light to be put in the School Camp yard near the walkway was put forward. As this is private property a letter will be sent to the owners to ask if this is possible. The Community Council are prepared to pay for the installation
A proposal to revive the hanging basket competition in Resolven next Spring was agreed.
A proposal to erect ‘Welcome to Resolven’ signs around the village will be investigated.
Cllr Dean Lewis has agreed to donate £2000 towards our gym equipment for the park
