The Minutes of the Meeting held on Thursday 2nd February 2023 were accepted as a true record.

The Clerk’s report was presented and approved.
21/23 Coronation celebrations
The Community will raise the Union flag for the Coronation and will discuss their tribute at the next meeting.
22/23 S6 Biodiversity report
The Community Council is required to produce a Biodiversity report which the members will combine with the annual report.
23/23 Membership of OVW
Members agreed to continue membership of One Voice Wales
24/23 Resolven Rugby Club
The Resolven Rugby football club will undergo some renovations to its field in the coming months and requested use of the recreation field during this time. This was agreed by the members providing that other regular sports users were not using the field.

27/23 Chairman’s Report.
February has been a quiet month; however, some important developments had been forthcoming
One Voice Wales
a) The Regional committee had failed to take place since the venue in Skewen was locked, despite the presence of the Coedffranc Councillor. Paul Egan made the point that digital meetings are better attended, however in balance they will result in a poorer service in the long term. Arthur Davies had resigned as Chair and did not attend. Trefor Jones therefore assumes the chairmanship until the annual meeting.
b) The Liaison meeting with NPT was well attended, though the delegates were mostly online. It was the first meeting with the coalition and the atmosphere was certainly better. Some strategies were outlined regarding plans for the next five years and Council tax would rise by 4%, despite the unprecedented situation of 10% inflation and fuel crisis. This has been financed by £5 million from reserves, which would be difficult to repeat in future. No Community and Town Council business was transacted.
Canal Festival
Yun Yun Herbert has been in touch with regard to a festival in August involving all authorities along the canal but centered in Resolven. This would include numerous activities including guided walks and musical events, she asked for the support of the Council in this new endeavour.
Online access
Should a member of the public request access to a council meeting, this would have to be provided by law. The Council must move to provide this service.
Tata Steel
Recent items in the news media regarding the future of Tata echoed the concerns voiced in the previous Chair’s report.
