RESOLVEN COMMUNITY COUNCIL
The Monthly Meeting of the Council was held on Thursday 1st March 2018 at 6.15pm in the Community Centre.

Prior to the meeting and following a one minutes silence, the Chairman stated that it was fitting to pay tribute to Cllr Redvers Davies who was a founder member and Father of this council. He understood the politics of Community Councils in a unique way, he was enthusiastic for everything he did and instrumental in the updating and success of this particular Community Council. He was in public service for a total of 52yrs and served on many committees along with Trustee ships. We will miss him
Cllr D. Richards commented on his remarkable memory and insights, also his true dedication in coming back from his recent injuries to serve once again.
Cllr T. Harris stated as a Council we have lost a lot of knowledge and wisdom.
On a personal note as the Clerk, he was always there for me and would regularly phone me in my little office to have a chat. He was kind and considerate and would look out for those he cared about.

25/18 Caretaker/Cleaner vacancy
The Council has received 5 applicants who will be interviewed on 15th March 2018

26/18 New data protection regulations – To appoint a Data Protection Officer
The advent of the General Data Protection Regulation (GDPR) in May 2018 will affect Community Councils because they are data controllers. These regulations involve providing certain rights to individuals in respect of information held and processed by the Community Council. The council will at some point need to appoint a Data protection officer who is not the Clerk. Members are in liaison with One Voice Wales to address this issue.
27/18 Planning Application – P2018/0101 – Limes Court Lodge, Neath Road, Resolven
Single Storey extension to side elevation to provide link to existing annex – There were no objections to this application
28/18 Relief Park Keeper and release of school beds to the community
The members agreed to advertise for a relief Park Keeper to cover holidays and sickness.
The raised beds at the bowling green which were originally built for the Ynysfach School children
have become available as the school is no longer able to manage them. It was agreed to release the beds to the Community

Email form Pipi Hall requesting to speak to Council re setting up a community garden in Glyncastle.
Email from Robert Sims re storage container to be placed in the park
Both these items were referred to the Parks Committee
30/18 Sub-Committee Reports
Parks and Environment
Purchase of Ty Banc benches – It was agreed to purchase this item, quoted to be obtained for removal and relocation to Abergarwed park.
Grant funding for new multi gym – The process of grant funding applications has begun
The purchase of a hedge cutter and staging has been approved by the full council for the new financial year.
New pathway in sports field – It was agreed to look into the cost of putting a new pathway along the side of the sports filed to allow better access for the skip lorry.
31/18 Chairman’s Report
The Chairman attended meetings with NPT Liaison Committee and The Public Service Board.
The Chairman reported on numerous meetings that he had attended in the past week. The biannual liaison meeting had gone well though there were less than half the community councils present. Assurance had been given that the necessary preparations for the Christmas lights would be available in the late Spring. He had also attended a meeting of One Voice Wales and it was stressed that the effect of the Wellbeing Act will affect our decisions in future. To that effect he also reported that the draft plan for the establishment of the Neath Port Talbot Public Services Board had been signed off that day, the Board was now in operation.
32/18 Councillor Reports
Cllr A Jones attended NPTCVS where a presentation by the NPT Head of Finance outlined the budget proposals for the next financial year
He also attended Defibrillator training at the Liberty Stadium
Cllr A. Morgan advised that a new Councillor Trustee would be required for the Resolven Cyber and Resource Centre
The railings at the bottom of Glyncastle hill opposite the entrance to the back walkway to Glyncastle are in poor repair and need to be replaced. Cllr Des Davies has been informed
