The Monthly Meeting of the Council was held on Thursday 7th March 2019 at 6.15pm in the Community Centre.

Prior to the meeting the members held a minutes silence in memorium of County Councillor Des Davies. Councillor Trefor Jones stated that Des had served Resolven and Clyne Communities for 37 years and achieved so much in that time. The Community was his priority and he was always there when needed, he will be sorely missed.

The Defibrillator training has been arranged for Thursday 28th March 2019 at 6.30pm
The Clerk attended a training course on Advanced Local Government Finance
23/19 Updated Standing Orders for approval
The National Association for Local Councils has updated the model standing orders to include new regulations regarding GDPR and Social Media. The Community Council standing orders have now been updated to comply with these regulations
24/19 Automatic re-enrolment into pension scheme.
A member of staff now qualifies for automatic enrollment into a pension scheme and has been duly enrolled.
25/19 Planning Application: P2019/0143
Plot 5, land adjoining 99 Neath Road, Resolven. SA11 4AN – Detached dwelling with driveway, parking, access, associated work. There were no objections to the application
26/19 Correspondence Received
One Voice Wales membership – It was agreed to continue membership of One Voice Wales
NPT Community Liaison Forum 11th March 2019 – Cllrs T. Jones and A Morgan will attend
E-mail from a resident in Yeo Street regarding problems with flooding from the lane onto his property.
27/19 Sub-Committee Reports
Parks and Environment – The minutes of the last meeting on 13th February 2019 were accepted as a true record.
The Clerk reported that the ROSPA inspection of the parks has been received. This will be studied at the next parks meeting
Finance/Funding – The minutes of last meeting on 21st February 2019 were accepted as a true record
Special Meeting – The minutes of the meeting on 19th February 2019 were accepted as a true record
28/19 PACT meeting
Cllr K. Sims attended the meeting and reported the following items:-
The proposed rail outside the Post Office will be erected in the new financial year by NPT
Company Street (wide vehicles) – A resident of Company Street has reported that her car has been damaged on several occasions. The possibility of a sign stating ‘No Wide Vehicles’ to be placed at the street entrance/exit has been suggested. This item will be sent to NPT
The issue of continued rubbish in the lanes was raised. It is apparent that the clean up lorry is no longer in service after the refuse/recycle lorries has been around. A request for this to be reinstated was made – NPT has been contacted re this matter
A request for more rubbish bins in the Park and more dog bins around the village will be discussed at the next parks meeting
29/19 Chairman’s Report
The Chairman has proposed that the members arrange an event to sponsor a local charity. Following discussion it was agreed to bring ideas to further meetings.
30/19 Councillor Reports
There has been more fly tipping at the Old Sidings in Abergarwed – Clerk to chase up previous report
Cllr T. Jones reported his attendance to The Public Service Board meeting where one of the main topics was Digital Inclusion.
