The Monthly Meeting of the Council was held on Thursday 7th June 2018 at 6.15pm in the Community Centre.

The Minutes of the Meeting held on Thursday 3rd May 2018 were accepted as a true record.
64/18 County Councillors Report and Matters Arising
Cemetery- Responding to a further request for a cemetery in the area County Councillor Davies stated that for many years there has been requests for a new burial ground. Over the years several locations have been investigated and found unsuitable. The position of Neath Post Talbot Council is that their statutory obligation has been fulfilled by the provision of Margam Crematorium and cemetery, they will not seek to provide any further capacity.
Double yellow Lines Cory Street – A request to shorten the lines at the top of Cory Street leading onto Commercial Road will be looked into
Canal Basin Toilets – There is no immediate threat of these toilet facilities being withdrawn, and the possibility of a catering outlet being introduced is being considered.
Underpass Damage – There is further damage to the underpass at Abergarwed which needs to be repaired before the Winter
Bus Service – There is still considerable concern over the revised time tables especially in light of the new health centre and Cllr Davies is still liaising with First Cymru regarding expressed concerns
Japanese Knotweed and overgrowth at back of Lyons Place – Cllr Davies if looking into this matter.
For the information of residents, if you have a problem with Japanese knotweed on your property, Neath Port Talbot Council offer a service at reasonable cost to eradicate the problem.

Grant Applications for new multigym – The Clerk reported that 2 out of the 3 applications have been awarded and is awaiting the last application. It is hoped that the new equipment will be in for the Summer.
Tai Tarian Community Challenge Fund are no longer installing new kitchens, but working specifically on open spaces. The proposal is to have a running track around the sports field instead. This will be looked at later in the year.
Co-option of 2 new councillors – Permission has been granted by NPT to now Co-Opt 2 new councillors, there being no call for an election by residents. Notices will go up shortly.
Bus service to new health centre – The proposal to write to First Bus and request that an official stop be assigned to the new health centre when it is opened was approved.
Internal audit and annual return – The accounts have been audited by the internal auditor and will now go to the external auditor. They are available to residents for inspection Monday to Friday between 9am and 5pm by contacting the Clerk on 07814 777854
Councillor Payments – Following instructions from the Welsh Government that each voluntary Community Councillor should receive £150 per year, members were requested to let the Clerk know should they wish to receive this payment. As a council we are obliged to publish who has received payment.
66/18 Correspondence Received
Fly the Red Ensign request – September 3rd 2018 is Merchant Navy Day and organisations around the country are being asked to fly the Red Ensign Flag to commemorate the men and women to we depended on the keep our island nation supplied with food, fuel and other imports.
Members agreed to purchase a flag and fly the ensign on this day.
V-Trees Festival – A request for a donation to this event on 28th July 2018 was received and will be discussed at the next meeting on July 5th.
Bus service to New Health centre – Ystradfellte Community Council and other organisations have approached the D.A.N.S.A. bus company to provide a service to the health centre. Further updates when received.
GDPR – Members have been informed by the Welsh Government that the Community is exempt from appointing a Data Protection Officer. To comply with new regulations the Community Council will draft a Privacy Policy. All information received at present is secured and not shared unless at the specific request of the applicant.

68/18 Chairman’s Report
Cllr Jones reported on a meeting that took place the previous week between members of NPTCVS and Pen Y Cymoedd Wind Farm Project and Councillors outlining new policies.
He also attended the annual Rugby Club dinner and enjoyed a good evening
69/18 Councillor Reports
Cllr Alum Morgan reported that Sardis Baptist Church will be having a grand opening of their new premises in Vaughan Avenue which will be the Sardis Community Hall.
Cllr Neal Francis attended the launch of the new family centre at Building Blocks.
