The Monthly Meeting of the Council was held on Thursday 4th June March 2020 at 6pm
The meeting was held on a remote basis in accordance with the provisions of The Local Authorities (Coronavirus) (Meetings) (Wales) Regulations 2020, these regulations remain in force until 30th April 2021, or earlier if repealed. These regulations temporarily supersede those of Resolven Community Council Standing Orders for meetings.

39/20 To confirm election of Councillor Neal Francis as Chair
Resolved to elect Cllr Francis
In line with Government regulations to confirm delegation of powers to Clerk, Chair and Vice Chair (formerly agreed by email), for emergency decisions.
Resolved to approve powers previously delegated by email.

The Minutes of the Meeting held on Thursday 5th March 2020 were accepted as a true record.

The Clerks report was presented and approved.
44/20 To approve the annual accounts return and internal auditors reports for 31st March 2020
The annual return and internal auditors report had been circulated to all members prior to the meeting.

45/20 To consider suspending all new projects for this year
Following discussion, it was agreed to suspend all new projects for this financial year, whilst continuing with regular maintenance
46/20 To rescind minute 81/16 of 7th July 2016
To read: All future balances remaining at the end of April to be transferred to the Reserve Account until such time as the Reserve Account stands at £25,000
Resolved to rescind minute 81/16 and replace with minute 46/20
47/20 Sub-Committee Reports
Parks/Environment/Hall committee – The minutes of the meeting 11th March 2020 were accepted as a true record.
47/20(a) To consider opening the parks and bowling green: –
Following the latest Government release regarding opening parks it was agreed to open the recreation field when safety measures were put in place. 3 safe distance banners have been purchased and will be put around the park. The children’s park and Skate park at Resolven will remain closed as well as the Abergarwed park, until such time as they can open.
There will need to be further safety measures for the bowling green and guidance has been received form the Welsh Bowls Association. Following a risk assessment, members will consider the opening of the green to bowlers only
47/20(b) New User of the Hall – a recent request to use one of the rooms in the hall will be investigated
Finance/Funding – The minutes of the meeting 12th March 2020 were accepted as a true record

48/20 Chairman’s Report
Cllr Francis updated members on the community helpline stating that it had been especially useful and would like to thank all members of the community for their help and support.
He would also like to thank all the shops and the Post Office for remaining open and being of great service the villages.
Members would also like to thank Mr Greg Williams for donating the emergency telephone line
Outgoing Chair Councillor Alun Morgan thanked the members for their support over the last year
49/20 Councillors Reports
A report was received that the memorial had been entered and the poppy wreaths disturbed.
A report was received that in recent weeks organised trail bike meetings have been taking place in Abergarwed in breach of lock down regulations and leading to substantial damage to the footpaths.
Following discussion, it was agreed to contact NPT/NRW and the Police to assist in this matter
A report was received from Mr Peter Marshall of Muirhall Energy Ltd regarding the Melincourt Wind Farm, Mr Marshall gave members an update of the current situation on the project.
- There are ongoing discussions with various agencies regarding access through the adjacent forestry.
- The grid connection works have been put on hold due to the COVID-19 restrictions
- Modifications to the turbines is in line with the planning permission already in place.
