Matters Arising
Walkway at Glyncastle and path between Rheola Avenue and Vaughan Avenue.
Cllr Lewis stated both areas are not NPT property but will hopefully be done in due course
A question was raised by members regarding the conflicting reports following the ‘For Sale ‘advertisement of the Rheola Estate.

The Minutes of the Meeting held on Thursday 3rd June 2021 were accepted as a true record.

83/21 Future contractual agreements (in camera) – minutes to participants only
84/21 Byelaw for the parks
Following advice from One Voice Wales that only statutory bodies can create a bye law it was agreed to approach NPT to see if this would be possible
85/21 Ways to assist with grass cutting in the cemetery
Due to the many complaints being received about the state of the local cemetery the proposal was made to sponsor a grass cut under the Power of Wellbeing act. Further discussion to take place as to how this may be achieved.
86/21 Recess in August, and Finance meetings every 3 months
The proposal to re-instate the recess in August and hold finance meetings every 3 months was agreed. The proviso for the finance meetings was that should any urgent matter arise, a further meeting would be called.
87/21 Letter from Residents of Vaughan Avenue re football
A letter of complaint has been received from several residents in Vaughan Avenue with the regard to the constant nuisance perpetrated by the football community. Following discussion, it was agreed to request the Resolven Football Club attend a meeting with the Community Council to try to resolve this issue.
88/21 Injury reported on recreation field and subsequent legal action
This will be passed to our insurance company

Parks/Environment/Hall/Planning committee
The minutes of the meeting held on 9th June 2021 were accepted as a true record.
Planning app P2021/0523 – 21 Cory Street, Resolven. Single storey rear extension
No objections recorded
Planning app P2021/0627 – 4 Ynysfawr Ave. Resolven. Installation of Bi-fold/pedestrian gates to rear boundary of garden.
As this application is subject of a legal dispute there will be no comment until due process is concluded.
Members would like to express their thanks to Cllr Aylwin Jones and Mrs Fran Jones for the excellent work they have done in painting the railings around the park
Finance Committee
The minutes of the meeting held on 10th June 2021 were accepted as a true record. There were no matters arising
91/21 Chairman’s Report.
The applications for funding for I.T. equipment and exercise equipment are in hand and will be completed shortly.
The Cluster Group application for the project Co-Ordinator will go our shortly once all paperwork has been completed.
92/21 Councillors Reports
The Ffynon O’er Community Fund will be meeting shortly, and it is hoped that application forms will be available soon.
Following meetings with Mr David Richards and the Welfare Ladies the Remembrance Service will go ahead this year. The Community Council will be responsible to organising the service and the Welfare Ladies will organise the Poppy Appeal.
Cllr T. Jones gave a brief verbal report of the meeting of Public Service Board
A report that the footpaths between Abergarwed and Rheola are constantly being destroyed by motor bikes. NRW and NPT to be informed.
