RESOLVEN COMMUNITY COUNCIL
The Monthly Meeting of the Council was held on Thursday 5th July 2018 at 6.15pm in the Community Centre.

Prior to the meeting the Chairman welcomed 2 new Councillors Mr Ross Carpenter for Resolven South and Mr Lyn Jenkins for Abergarwed, to the meeting. Both Councillors have been appointed by way of co-option, and signed their Declaration of Acceptance of Office.

The Minutes of the Meeting held on Thursday 7th June 2018 were accepted as a true record.
73/18 County Councillors Report and Matters Arising
Cllr Davies reported via the Chair that the issue of double yellow lines in Cory Street is in hand but will probably be finalised the next financial year.
The waste area at the back of Lyons Place is still being investigated

The Clerks report was presented, there were no matters arising
75/18 Donations of £100 to VTrees festival and £220 to Carnival
A request was received from both parties and agreed by members

Resolven Evens Committee
76/18 Changes to Carnival hours
Concern was expressed over the length of the carnival hours, however the members were informed that the event would finish at 8pm
77/18 Metal plaque for bench at Abergarwed –
2 quotes have been received one for a brass plaque and one for a stainless steel plaque – it was agreed to purchase the stainless steel plaque
78/18 Councillor Trustee for Library
Councillor Ross Carpenter has been appointed as a Trustee for the Resolven Cyber and Resource Centre
79/18 3 monthly accounts
The 3 monthly accounts were presented to the members and approved.
80/18 Correspondence Received
Boundary Commission – Review of electoral arrangements for NPT County
Coedffranc Community Council – Appointment of Data Protection Officer
Mr & Mrs Lewis, Vaughan Avenue – Outlining continuing problems with football in the sports field.
81/18 Sub-Committee Reports
Parks and Environment – The minutes of the last meeting on 18th June 2018 were accepted as a true record. In matter arising the hedge cutter has now been purchased and arrangements in hand to lay the new pathway.
Finance Committee – The minutes of the last meeting on 19th June 2018 were accepted as a true record. .
82/18 Chairman’s Report
Cllr Jones met with the Toddler Time leaders who requested a new toaster and cassette player
83/18 School Governors report
The meeting started with the current headmaster Mr Dodd announcing that he has accepted a post as head of another school, he asked if the governors would release him to start in September for the new school year, all governors wished him all the best in his new position and agreed there is now a vacancy for head of Ynysfach Primary.
Pupil attendance for the current year is 95%, Staff 97.3%, Non teaching staff 92%. Pupil exclusions were 2 half days, 3 pupils received S.A.L.T intervention, and 2 pupils have received O.T and Physio.
Safeguarding is a high priority at Ynysfach Primary School, they also have a head boy and girl, and on Friday if behaviour is very good enjoy a hot chocolate as a reward. The meeting went well with many issues being discussed.
84/18 Councillor Reports
Cllr B. John has spoken with Mr Alex Davies the Health Centre Manager with regard to keeping the Baby and Toddler clinic in Resolven. He advised that this could be discussed.
Attention was drawn to the fact that there had been no developments regarding the repairs to the gabions at the underpass. Since the Council would not meet until September it was felt that the matter should be passed to the Highways Division of Welsh Government. Delaying until a possibly wet autumn was felt to be unwise. It was also agreed that Cllr Des Davies should be informed of our actions.
