The Monthly Meeting of the Council was held on Thursday 6th July 2017 at 6.15pm in the Community Centre.

65/17 Apologies for Absence/Ymddiheuriadau am absenoldeb

The Chairman started the meeting by reporting on the illness of two councillors. Mr Aylwin Jones was well on the mend following surgery and would return to the Council following the summer break. He also reported that he had twice visited Redvers Davies and was glad to report that he was recovering at Neath Port Talbot General Hospital following an operation. It is hoped that Cllr Davies will be back to his normal duties in some months’ time. “

67/17 Minutes of the previous Meeting/Cofnodion y Cyfarfod Diwethaf
The Minutes of the Meeting held on Thursday 1st June 2017 were accepted as a true record.
68/17 Clerk’s report and Council Matters Arising/Materion yn codi o’r cofnodion
ac adroddiad y Clerc.
The Clerk’s report was presented to members, there were no matters arising.
69/17 Formal complaint
A formal complaint has been received regarding the setting up of the new web site along with a request under Freedom of Information for the standing orders and procurement procedures of the Community Council.
The FOI items have been sent to the complainant and the complaint was discussed at length.
It was agreed the Chair and Clerk would draft the appropriate response to the complainant.
70/17 Members receiving all documents by e-mail
In line with other Community Councils the Clerk suggested that all documents in future would be sent by e-mail. Following discussion it was agreed that items would be sent by e-mail however hard copies would be presented at the appropriate meetings.
71/11 To consider 3 monthly financial review
The Clerk presented the 3 monthly financial review pointing out that this is subject to change, due to the setting up of a separate account for the parks, which involved some interaction between the two accounts during the set up period.

73/17 Request for school crossing from local resident.
The Community Council has approached NPT with regard to this issue on several occasions and have been told that the site does not meet their requirements. Cllr Des Davies will be asked to look into the matter again.

Finance
The minutes of the finance meeting were presented and accepted as a true record.

Parks
The minutes of the parks meeting were presented and accepted as a true record
Concern was raised about the dog fouling on the field following the Carnival. Following discussion it was agreed to make representations to NPT re a protection order.

Hall
Cllr Neil Francis has been appointed to the hall committee

75/17 School Governors Report
Recently Mr Dodd head teacher of Ynysfach Primary was asked to help out at another school which did not have its head teacher available. Mr Morgan the deputy head has stepped in as acting head, with Mrs K Thomas deputy head. The grow a pound project the pupils took part in, rose over £2,000 which was a huge success. Attendance has been between 94.9-95%. The school is in a healthy finance position, and will be interviewing for a new TA, three pupils
did not quite reach the expected overall marks.
76/17 Chairman’s Report
The Chairman was delighted to open the Carnival and judge the floats on behalf of the Community Council. All members stated what an excellent and well organised event it was and looks forward to next year.
The members would especially like to commend the carnival committee on a job well done.
