RESOLVEN COMMUNITY COUNCIL
The Monthly Meeting of the Council was held on Thursday 14th January 2021 at 6pm
The meeting was held on a remote basis in accordance with the provisions of The Local Authorities (Coronavirus) (Meetings) (Wales) Regulations 2020, these regulations remain in force until 30th April 2021, or earlier if repealed. These regulations temporarily supersede those of Resolven Community Council Standing Orders for meetings.
Prior to the meeting the members held a minutes silence for those in the village who are struggling and who have recently suffered the loss of their loved ones.

03/21 County Councillor/Cynghorydd Sirol – Report given Cllr N. Francis
County Councillor Lewis was unable to attend due to family bereavements, however advised he was available for any urgent matters.
04/21 Minutes of the previous Meeting/Cofnodion y Cyfarfod Diwethaf
The Minutes of the Meeting held on Thursday 12th November 2020 were accepted as a true record.
05/21 Clerk’s report and Council Matters Arising/Materion yn codi o’r cofnodion ac adroddiad y Clerc.
The Clerks report was presented and approved. No issues were raised.
06/21 The annual return and external auditors report
The external auditors report of the annual return was presented to members the 2 issues raised were as follows:-
1 . Box 14 on the annual return not answered ‘no’ or ‘n/a’
2. S137 power not used correctly should have used S10
Resolved to approve the external audit report which will be published on the community council’s web site.
In accordance with new audit regulations our transaction based audit will occur in 2022/23.
07/21 Councillor Vacancy for co-option
There has been no call for an election in the community and the vacancy will be advertised for co-option as soon as possible.
Resolved to advertise vacancy for co-option – Notices have been drawn up ready and will also be available on the web site.
08/21 Precept for year 21/22 as £57,679
The budget forecast for the next financial year 21/22 drawn up by the finance committee, was presented to members for approval. The precept was raised by 5% to cover increased staff and maintenance costs. The precept was agreed at £57,679 and following discussion was approved by the members.
Resolved to approve next financial years precept of £57,679
09/21 To consider setting up a disability access committee
Members agreed in principle and this matter will be discussed at the Annual meeting in May 2021.
10/21 Christmas trees for Resolven and Sardis
2 Christmas trees were purchased by the community council for the village. 1 was placed at the Resolven Community Centre and the other on Sardis Church who paid for the lighting of the Church tree.
11/21. Purchase of android tablets for use by members of the council
A proposal by the finance committee to purchase android tablets for use of the members to facilitate remote working and the move to digital inclusion, as well as savings costs was agreed by members and will be added to the precept for the next financial year. The technology will remain the property of the Community Council.
Resolved to purchase android tablets in the next financial year.

13/21 Sub-Committee Reports – No meetings in December
Parks/Environment/Hall committee – The minutes of the last meeting on 18th November 2020 were accepted as a true record –
Matters arising
Provisional agreement was approved to award the contract to construct the disabled path in the children’s park, subject to funds being available.
Finance Committee – The minutes of the last meeting on 12th November 2020 were accepted as a true record.
14/21 Chairman’s Report.
The Chair and members would like to thank Ken Young of Stay Safe Testing and Inspection Ltd, along with his team for the excellent work on the Christmas lights, whilst there were no problems while they were up, many weeks were spent making sure they were in good order.
15/21 Councillors Reports
Cllr. A. Jones reported that he had recently spoken to Muirhall Energy and that matters were in progress. He has also been in contact with Mr David Richards who recently retired from managing the Remembrance ceremony which will now be organised by the Community Council.
Cllr T. Jones gave a report on his One Voice Wales meeting.
