15/22 Chairman’s Report.
The Chair reported that the Upper Neath Valley Project Development Officer’s contract has been extended for another 5 months.
16/22 Councillors Reports
Report by Councillor T. Jones.
Councillor Jones gave a verbal report on the biannual Liaison Meeting between Neath Port Talbot Borough Council and the Town and the Town and Community Councils of the County Borough. He noted that the “Teams Meeting”, was very poorly attended and would not be surprised if the meetings were cancelled in future if the attendance by the Community Councils did not improve. The County provided: the Leader, Chief Executive and the Financial Director as well as other staff and councillors..
- a) Let’s Talk – the lengthy Report aimed at reviving the fortunes of NPT following the pandemic was presented . The question of the future of Leisure Services was raised and whether the service would be brought back in-house. A positive response was given.
- b) Council Tax – there would be no Council tax rise in 2021-23 since the Authority had received 8.8% in increased funding from Welsh Government. This would be followed in subsequent by rises of between 3 and 4%. It was noted that rampant inflation could make the funding equivalent to a cut. It should also be remembered that wards with Community Councils would still have the precept added along with an increase in the provision for the Police which will mean that residents will still see a rise in their bills.
Cllr A. Jones reported that the 90th Anniversary of the Bowls Club will take place in May/June and they will be applying for a temporary alcohol licence for that day when there will be a celebration. Direct sponsorship for either shirts or a cup was proposed and will be brought to the next full council meeting for approval.
Cllr I Ace reported that a grant application for building work to Resolven Football club had been made to the Pen Y Cymoedd Community Fund and they were waiting or a decision.
Following discussion was reiterated that an ‘Agreement’ to handover the deeds of the property to the Resolven Community Council, should the club become defunct, was in place and still current.
