The Monthly Meeting of the Council was held on Thursday 1st February 2018 at 5.30pm in the
Community Centre.

Prior to the main meeting opened with a presentation from Ms Sue Ireson of NPTCVS. The project is called Community Companions which aims to reduce loneliness and isolation within our communities,
by recruiting volunteer befrienders to assist and support people. Loneliness and isolation can affect all members of our community and by reaching out we can help and comfort those in need.

The Minutes of the Meeting held on Thursday 4th January 2018 were accepted as a true record.
13/18 County Councillors Report and Matters Arising
Canal basin toilets – The Public Health Wales Act – Toilet Strategies are in consultation which is due on 4th April 2018. Decisions regarding the canal basin toilets have been delayed awaiting the outcome. There is still much anti-social behaviour around the toilets and the police have been called on occasions. In the meantime parties interested in taking over the toilets have been contacted.
Bus Shelters – All bus shelters in the wards are due to be cleaned shortly, the work has been delayed dur to a machine breakdown.
Pot holes B4242 – Thanks to a highway refurbishment grant for the Welsh Government, Neath Port Talbot Council will be starting a programme of surfacing works to the section of B4242 Aberdulais to Glynneath next week.
The provision of this grant has enabled the NPT to undertake an additional programme of improvements on the main road network. The works carried out on a priority basis will address significant pot holing, rutting and profiling problems, declining skidding resistance and area of structural failure, and assist with road preservation.
First Cymru Buses – Neath Valley County Councillors met with the Councils public transport officers who liaise with bus company personnel and discussed the ongoing concerns regarding the reduction in bus services. This was with the view to keeping the half hourly timetables at least at peak times. Further updates will be given in due course. Many organisations have written to the bus company expressing their concerns including the Community Council and Vale of Neath Practice
Parking Outside the Post Office – Cllr Des Davies plans to hold and informal consultation with reference to the issue of parking.
Aqueduct – Network Rail have been contacted to give an update on any work to be carried out on the aqueduct.
A465 – Cllr A. Jones requested an update on when the A465 is to be resurfaced. A Welsh Government officer promised that it would be completed prior to 2013, and as yet has not been carried out. Cllr Davies will make enquiries via Mr Jeremy Miles A.M.

15/18 Purchase of benches at Ty Banc and discuss right of way application
The Ty Banc building has been taken over by new proprietors, and the previous tenant School camp has asked the community council if they would like to purchase the 2 outside benches which they own. The item was discussed and passed to the Parks committee for further deliberation.
Following discussions with the owner of the former British Legion property, the Right of Way application has been suspended for the present time. The owner will leave the footpath open for the public to use, with the proviso that any anti-social behaviour will not be tolerated and could effect this decision.
16/18. Planning Application – P2018/0039 – Land adjacent to The Rise, Glyncastle, Resolven – Detached dwelling with car park and engineering operations.
There were no objections to this application provided that the right of way is not affected.
17/18. Accounts
The 9 monthly accounts were presented to the council and approved.
18/18 Correspondence Received
First Cymru Bus Company – In response to our letter the bus company outlined its reasons for the reduction in service.
NPT Planning re Drehir Farm – There are no applications for planning in this area
19/18 Sub-Committee Reports
Hall committee – Letters have been sent to Ynysfach School in Resolven and Ysgol Gymraeg Cwnedd School in Glynneath advising that the Community Council is sponsoring a painting competition with the St David’s Day theme. The art work will be displayed in the hall and all are welcome to visit. Art tokens will be awarded for 1st, 2nd and 3rd place
Finance Committee – As above the 9 monthly accounts were presented to the members and approved. Outgoings this year have been much higher than budgeted for due to the new equipment and works in the Parks
20/18 Councillor Reports
Concern was expressed about the amount of waste material that is coming off the lorries carrying logs from the forest clearings. NRW will be contacted.
Members were disappointed and displeased at the theft of the defibrillator from Sardis Church.
Many thanks to Morrisons Supermarket for the replacement. This is vital and costly piece of equipment donated to our village, and whilst 2 more are in the process of being purchased it brings the location of these items into question. If anyone has any information please let someone know.
The placing a dog bin is needed at Heol Ton Maen. Cllr Des Davies to be contacted
Congratulations to Daniel Jervis on achieving Neath Port Talbot Sportsman of the Year and representing Wales in swimming in the forthcoming Commonwealth Games
