Cllr Davies reports that he is in touch with NPT and the bus company regarding the reduction of bus service to Resolven

120/17 Budget forecast and proposed precept for next financial year
Following the draft budget proposal it was agreed to raise the precept for the next financial year by 5.5%. The original proposal was for an increase of 3.5%, however due to further regulations from the Welsh Government Audit office resulting in increased costs there was no alternative but to raise the precept by 5.5% bringing the total to £50,375
121/17 Request from Sardis for donation towards Christmas Tree
A letter of request from Sardis Baptist Church for a donation towards the Christmas tree it was agreed to donate £70 with Sardis paying the costs of the lighting.
122/17 Replacing fire door in main hall
The fire/disabled door in the main hall is in need of replacing. It was agreed to obtain 3 quotes and due to the urgency of the matter the Clerk and Caretaker would make the arrangements based on the best quote
123/17 Grant for Melincourt Chapel
A letter was request for a donation for the grass cutting at Mellyn Court Church.
It was agreed to donate £500
111/17 Correspondence Received
Email from Mr Roger Puleston re water from Nant Y Gleisiad woods. – County Councillor Des Davies has been informed and is liasing with Mr Puleston. Mr Puleston has also been advised to contact NRW.
NRW re forestry operations
Email from Mr Robert Sims requesting support for a new venture and new vision for the Resolven Welfare. – It was agreed to invite Mr Sims to the next meeting of the Council in January to give a presentation.
112/17 Sub-Committee Reports
Finance/funding
The minutes of the finance meeting were presented and accepted as a true record.
The next meeting will be in January 2018
Parks/Enviromnent/Planning – The committee will meet again in the Spring
Hall It was agreed to have the meetings every 3 months, the next meeting being in February
113/17 School Governors Report
Budgets are changing for school education and Ynysfach are set to lose around £5.000 from their budget. The school is pleased that they are staying in the yellow band. Three targets have been set, writing and math improvements are on track, and ITC improvement is ongoing.
Attendance for pupils is 96% and 93% for staff. Pupils are more involved with keeping the attendance up,14 families have been sent letters and will be fined if there is no improvement,16 pupils are on the concerned list, 92% of all parents attended parents evening,
Pupils raised £245 for the Poppy Appeal and £210 for Children In Need. Amazing pupils are encouraged to do well in their school work, and will receive a license if doing well with a few minutes extra for break times, but will receive penalty points if falling back.
The Headmaster thanked the Community Council for the recently established allotments which the pupils planted, however owing to new rules that more staff have to accompany the children they can no longer make use of this resource.
114/17 Chairman’s Report.
The Chairman and Councillors attended the Memorial service and laid a wreath
He also attended the Annual General meeting of the NPTCVS.
He informed the members that when attending a special meeting of the Trem Y Glyn action group it was announced that Swansea University would be doing a survey on social care.
When attending a meeting of One Voice Wales meeting members were advised that new Data Protection rules would be coming into force and new rules regarding Councillors from the Welsh Government Audit Office.
