The Monthly Meeting of the Council was held on Thursday 1st April 2021 at 6pm
The meeting was held on a remote basis in accordance with the provisions of The Local Authorities (Corona virus) (Meetings) (Wales) Regulations 2020, these regulations remain in force until 30th April 2021, or earlier if repealed. These regulations temporarily supersede those of Resolven Community Council Standing Orders for meetings.

The Minutes of the Meeting held on Thursday 4th February 2021 were accepted as a true record.

The Clerks report was presented and approved. Matters arising.
The Clerk has reported that the current laptop used by the Community Council has out of date software and requires updating. It was agreed to purchase a new laptop with the current software already in place

43/21 New surface under the swings. Quote of £2940 + vat received.
Following inspection by the Rospa the surface under the main swings is in need of repair, the
above quote has been received and provisionally agreed by full council subject to funds being available.
44/21 New dog signs/advertising boards
Due to the increasing number of dog owners using the sports field and not removing their dog waste, members are looking into having legal options to enforce the notices already in place.
The suggestion that businesses can use the railings as advertising space is being looked into.
45/21 Proposal to franchise cafe at the pavilion
The proposal to open the pavilion to a cafe franchise or small business was discussed, following which it was agreed to have further talks with the bowlers and draft a terms of reference before making a decision.
46/21 Ty Banc canal group request to install a storage container next to the carnival unit.
NPT will be contacted to enquire whether planning permission is required.
47/21 Treatment of Japanese knotweed in the park
There is a small amount of Japanese knotweed in the skate park which will be dealt with by NPT over a 5 year period.
48/21 Correspondence
A list of all archives held for Resolven Community Council has been received from the National Archives of Wales.
Following objections by the Community Council and NPT the telephone box at Ynysfach Avenue will now remain until further notice.

Matters arising
Re advertise the raised beds in the bowling green
De fibrillator has been installed in Abergarwed and a flyer will be drafted and distributed.
The bowling green will open on 19th April 2021 and subscriptions for the bowls will remain at £60 for adults and £35 for over 65’s,
The tennis court will remain free for the next year.
Planning Application P2021/0266 – 17 Neath Road, Resolven – Part 2 story, part single storey rear extensions and new bedroom window to first floor side elevation of main dwelling.

50/21 Chairman’s Report.
The Chair reported that he had attended another meeting of the Leader Funding group which are now in the process of drafting a job description and terms of reference for the
Project Co-Ordinator position
The Chair has proposed a Co-Vid memorial for all those who have lost their lives due to this disease during this pandemic. The location is under discussion.
The Resolven Library will re-open part time on Monday 12th April

Concern was expressed at the number of cars continually parking on pavements, the Clerk will contact the Police
Reports from Cllr T. Jones
1. Access to the Canal between the basin and Abergarwed
Cllr Jones reported that work had been proceeding on the canal towpath along the “missing link”. He had spoken to the volunteer group who had told him that they had permission to do so, and were a part of the Tŷ Banc Group. He had also spoken to the NPT Banksman regarding the work who said that it was nothing to do with him and he was unsure as to how insurance liability would work, should someone have an accident e.g. a cyclist. Cllr Jones had also spoken to the owner of ASW scaffolding who had informed him that he was perfectly happy with public access though his land, though without prejudice.
2. Chairmanship for 2021 -22
Cllr Jones stated that though he was in line to become Chair for the coming year, he felt strongly that the present Chair had experienced a highly unusual period of office, and deserved another year in post. He also stated , that he did not wish to become Chair in the circumstances , yet was happy to stay as Chair-elect should that be the wish of the Council in the forthcoming Annual Meeting on May 6th 2021
